ROGUE TRADERS: BISNIS HITAM PENYELUNDUPAN KAYU MERBAU DI INDONESIA

rogue-trades-reportLima tahun yang lalu, Telapak/EIA telah meluncurkan sebuah laporan berjudul The Last Frontier yang mengungkap penyelundupan besar-besaran kayu bulat merbau dari Papua (Indonesia) ke China. Skala penyelundupannya amat mencengangkan, dengan kapal-kapal kargo mengangkut sekitar 300.000 meter kubik kayu bulat merbau per bulannya untuk memenuhi permintaan industri pengolahan kayu di China. Presiden Indonesia Susilo Bambang Yudhoyono merespon laporan tersebut dengan meluncurkan operasi besar-besaran untuk memberantas pembalakan liar yang belum pernah terjadi sebelumnya.

The unique forests of Papua are under siege from the rampant spread of plantations. Up to five million hectares of land have been targeted for conversion to grow crops like oil palm, with the projected global demand for biofuels driving much of this conversion.

At stake is a major part of the last tropical forest wilderness in the entire Asia-Pacific region. Papua's forests host an amazing array of biodiversity, provide livelihoods for indigenous communities and are a vital carbon store.

Since the late 1990s the country’s forests have been ransacked, with the government acting as little more than a bystander. Vast profits have been accrued by a handful of influential timber barons, which the Indonesian justice system has totally failed to prosecute. As long as the main culprits are at liberty the illegal logging crisis in Indonesia will continue.

Since 2005 the government has taken commendable measures to reduce the incidence of illegal logging and timber smuggling. Factories in Indonesia and in timber processing centres such as Malaysia and China can no longer obtain the same volume of cheap timber stolen from Indonesia.

The_Ramin_RacketOver the last century, many of the world’s ancient forests have disappeared at the hand of man. The urgent need to protect this vanishing resource has long been recognised, and around the globe efforts and resources have been poured into halting the decline.

Yet in spite of these efforts, the destruction of the world’s forests continues, and in many places is actually accelerating. The main reason for this continuing devastation is illegal logging, which is rampant in tropical and non-tropical forests across three continents. More than three
quarters of logging in Brazil and 50 per cent in Cameroon is illegal.1 As much as a third of Russian timber is stolen,2 while in Indonesia the illegal logging rate is estimated to be 80 per cent.3
